What the History of Memorial Day Teaches About Honoring the War Dead

Memorial Day got its start after the Civil War, when freed slaves and abolitionists gathered in Charleston, S.C., to honor Union soldiers who gave their lives to battle slavery. The holiday was so closely associated with the Union side, and with the fight for emancipation, that Southern states quickly established their own rival Confederate Memorial Day.

Over the next 50 years, though, Memorial Day changed. It became a tribute to the dead on both sides, and to the reunion of the North and the South after the war. This new holiday was more inclusive, and more useful to a forward-looking nation eager to put its differences behind it. But something important was lost: the recognition that the Civil War had been a moral battle to free black Americans from slavery.



In “Race and Reunion,” his masterful book about historical memory, David Blight, a professor at Yale, tells the wistful story of Memorial Day’s transformation — and what has been lost as a result. War commemorations, he makes clear, do not just pay tribute to the war dead. They also reflect a nation’s understanding of particular wars, and they are edited for political reasons. Memorial Day is a day not only of remembering, but also of selective forgetting — a point to keep in mind as the Iraq war moves uneasily into the history books.

Many of the early Memorial Day commemorations, Professor Blight notes, were like Charleston’s, paying tribute both to the fallen Union soldiers and to the emancipationist cause. At a ceremony in Maine in 1869, one fiery orator declared that “the black stain of slavery has been effaced from the bosom of this fair land by martyr blood.”


Less than a decade later in 1877 — when Reconstruction ended in the South — at New York City’s enormous Memorial Day celebration, there was much talk of union, and almost none of slavery or race. The New York Herald declared that “all the issues on which the war of rebellion was fought seem dead,” and noted approvingly that “American eyes have a characteristic tendency to look forward.”

There were dissenting voices. Frederick Douglass, the great abolitionist leader, continued to insist that Memorial Day should be about the battle between “slavery and freedom, barbarism and civilization.” But the drive to make the holiday a generic commemoration of the Civil War dead won out.


The new Memorial Day made it easier for Northern and Southern whites to come together, and it kept the focus where political and business leaders wanted it: on national progress. But it came at the expense of American blacks, whose status at the end of Reconstruction was precarious. If the Civil War was not a battle to determine whether a nation “dedicated to the proposition that all men are created equal” could “long endure,” as Lincoln declared in the Gettysburg Address, but a mere regional dispute, there was no need to continue fighting for equal rights.

And increasingly the nation did not. When Woodrow Wilson spoke at Gettysburg on the 50th anniversary of the battle, in a Memorial Day-like ceremony, he avoided the subject of slavery, Professor Blight notes, and declared “the quarrel” between North and South “forgotten.” The ceremony was segregated, and a week later Wilson’s administration created separate white and black bathrooms in the Treasury Department. It would be another 50 years before the nation seriously took up the cause of racial equality again.


Since 1913, Memorial Day has changed even more. It has expanded — after World War I, it became a tribute to the dead of all the nation’s wars — while at the same time fading. Today, Memorial Day is little more than the start of summer, a time for barbecues and department store sales. Much would be gained, though, by going back to the holiday’s original meanings.

When Memorial Day began, the war dead were placed front and center. The holiday’s original name, Decoration Day, came from the day’s main activity: leaving flowers at cemeteries. Today, though, we are fighting a war in which great pains have been taken to hide the nearly 3,500 Americans who have died from sight. The Defense Department has banned the photographing of returning caskets, and the president [George W. Bush] refuses to attend soldiers’ funerals.


Memorial Day also began with the conviction that to properly honor the war dead, it is necessary to honestly contemplate the cause for which they fought. Today we are fighting a war sold on false pretenses, and the Bush administration stands by its false stories. Memorial Day’s history, and its devolution, demonstrates that the instinct to prettify war and create myths about it is hardly new.

But as the founders of the original Memorial Day understood, the only honorable way to remember those who have lost their lives is to commemorate them out in the open, and to insist on a true account. (source: The New York Times)

Reconstruction. The Second Civil War


NARRATOR: April 11th, 1865, two days after the end of the Civil War. In the White House, President Abraham Lincoln agonized over his first speech since the defeat of the South. The jubilant crowd outside expected a celebration of the Union victory. Instead, the president warned that "Reconstruction," as he called it, would be "fraught with great difficulty."

EDWARD AYERS, HISTORIAN: The war has spiraled far beyond the worst imaginings of anyone. Over six hundred thousand people had died in the last four years. The largest slave system in the modern world is in shambles and no one knows what is going to replace it. People just can't imagine how they're going to put the country back together again.

DAVID BLIGHT, HISTORIAN: It is a revolutionary, chaotic situation, and the responsibility now was to come up with a plan to restore this society. But you also had to do it with this deep and abiding division over race.

NARRATOR: Three days later, the statesman who led the Union through the Civil War was assassinated. Suddenly, the extraordinary challenge of reconstructing the nation was in the hands of ordinary men and women. A Yankee officer would venture to the most violent corner of Louisiana to try to impose order. A plantation mistress whose slaves were now free would struggle to reclaim her place in the world. Memorial Day: Forgetting Why We Remember


Dr. David Blight wrote an article, "Forgetting Why We Remember," in the New York Times on May 29, 2011. He states: MOST Americans know that Memorial Day is about honoring the nation’s war dead. It is also a holiday devoted to department store sales, half-marathons, picnics, baseball and auto racing. But where did it begin, who created it, and why?

At the end of the Civil War, Americans faced a formidable challenge: how to memorialize 625,000 dead soldiers, Northern and Southern. As Walt Whitman mused, it was “the dead, the dead, the dead — our dead — or South or North, ours all” that preoccupied the country. After all, if the same number of Americans per capita had died in Vietnam as died in the Civil War, four million names would be on the Vietnam Veterans Memorial, instead of 58,000.

Officially, in the North, Memorial Day emerged in 1868 when the Grand Army of the Republic, the Union veterans’ organization, called on communities to conduct grave-decorating ceremonies. On May 30, funereal events attracted thousands of people at hundreds of cemeteries in countless towns, cities and mere crossroads. By the 1870s, one could not live in an American town, North or South, and be unaware of the spring ritual.

But the practice of decorating graves — which gave rise to an alternative name, Decoration Day — didn’t start with the 1868 events, nor was it an exclusively Northern practice. In 1866 the Ladies’ Memorial Association of Columbus, Ga., chose April 26, the anniversary of Gen. Joseph Johnston’s final surrender to Gen. William T. Sherman, to commemorate fallen Confederate soldiers. Later, both May 10, the anniversary of Gen. Stonewall Jackson’s death, and June 3, the birthday of Jefferson Davis, were designated Confederate Memorial Day in different states.

Memorial Days were initially occasions of sacred bereavement, and from the war’s end to the early 20th century they helped forge national reconciliation around soldierly sacrifice, regardless of cause. In North and South, orators and participants frequently called Memorial Day an “American All Saints Day,” likening it to the European Catholic tradition of whole towns marching to churchyards to honor dead loved ones.

But the ritual quickly became the tool of partisan memory as well, at least through the violent Reconstruction years. In the South, Memorial Day was a means of confronting the Confederacy’s defeat but without repudiating its cause. Some Southern orators stressed Christian notions of noble sacrifice. Others, however, used the ritual for Confederate vindication and renewed assertions of white supremacy. Blacks had a place in this Confederate narrative, but only as time-warped loyal slaves who were supposed to remain frozen in the past.

The Lost Cause tradition thrived in Confederate Memorial Day rhetoric; the Southern dead were honored as the true “patriots,” defenders of their homeland, sovereign rights, a natural racial order and a “cause” that had been overwhelmed by “numbers and resources” but never defeated on battlefields.

Yankee Memorial Day orations often righteously claimed the high ground of blood sacrifice to save the Union and destroy slavery. It was not uncommon for a speaker to honor the fallen of both sides, but still lay the war guilt on the “rebel dead.” Many a lonely widow or mother at these observances painfully endured expressions of joyous death on the altars of national survival.

Some events even stressed the Union dead as the source of a new egalitarian America, and a civic rather than a racial or ethnic definition of citizenship. In Wilmington, Del., in 1869, Memorial Day included a procession of Methodists, Baptists, Unitarians and Catholics; white Grand Army of the Republic posts in parade with a black post; and the “Mount Vernon Cornet Band (colored)” keeping step with the “Irish Nationalists with the harp and the sunburst flag of Erin.”

But for the earliest and most remarkable Memorial Day, we must return to where the war began. By the spring of 1865, after a long siege and prolonged bombardment, the beautiful port city of Charleston, S.C., lay in ruin and occupied by Union troops. Among the first soldiers to enter and march up Meeting Street singing liberation songs was the 21st United States Colored Infantry; their commander accepted the city’s official surrender.

Whites had largely abandoned the city, but thousands of blacks, mostly former slaves, had remained, and they conducted a series of commemorations to declare their sense of the meaning of the war.

The largest of these events, forgotten until I had some extraordinary luck in an archive at Harvard, took place on May 1, 1865. During the final year of the war, the Confederates had converted the city’s Washington Race Course and Jockey Club into an outdoor prison. Union captives were kept in horrible conditions in the interior of the track; at least 257 died of disease and were hastily buried in a mass grave behind the grandstand.

After the Confederate evacuation of Charleston black workmen went to the site, reburied the Union dead properly, and built a high fence around the cemetery. They whitewashed the fence and built an archway over an entrance on which they inscribed the words, “Martyrs of the Race Course.”

The symbolic power of this Low Country planter aristocracy’s bastion was not lost on the freedpeople, who then, in cooperation with white missionaries and teachers, staged a parade of 10,000 on the track. A New York Tribune correspondent witnessed the event, describing “a procession of friends and mourners as South Carolina and the United States never saw before.”

The Ladies' Clubhouse on the north side of the course was erected in 1836. During the late months of the Civil War, Federal officers held captive by the Confederates were confined here. ()

The procession was led by 3,000 black schoolchildren carrying armloads of roses and singing the Union marching song “John Brown’s Body.” Several hundred black women followed with baskets of flowers, wreaths and crosses. Then came black men marching in cadence, followed by contingents of Union infantrymen. Within the cemetery enclosure a black children’s choir sang “We’ll Rally Around the Flag,” the “Star-Spangled Banner” and spirituals before a series of black ministers read from the Bible.

After the dedication the crowd dispersed into the infield and did what many of us do on Memorial Day: enjoyed picnics, listened to speeches and watched soldiers drill. Among the full brigade of Union infantrymen participating were the famous 54th Massachusetts and the 34th and 104th United States Colored Troops, who performed a special double-columned march around the gravesite.

The war was over, and Memorial Day had been founded by African-Americans in a ritual of remembrance and consecration. The war, they had boldly announced, had been about the triumph of their emancipation over a slaveholders’ republic. They were themselves the true patriots.

Despite the size and some newspaper coverage of the event, its memory was suppressed by white Charlestonians in favor of their own version of the day. From 1876 on, after white Democrats took back control of South Carolina politics and the Lost Cause defined public memory and race relations, the day’s racecourse origin vanished.

Indeed, 51 years later, the president of the Ladies’ Memorial Association of Charleston received an inquiry from a United Daughters of the Confederacy official in New Orleans asking if it was true that blacks had engaged in such a burial rite in 1865; the story had apparently migrated westward in community memory. Mrs. S. C. Beckwith, leader of the association, responded tersely, “I regret that I was unable to gather any official information in answer to this.”

Beckwith may or may not have known about the 1865 event; her own “official” story had become quite different and had no place for the former slaves’ march on their masters’ racecourse. In the struggle over memory and meaning in any society, some stories just get lost while others attain mainstream recognition.
AS we mark the Civil War’s sesquicentennial, we might reflect on Frederick Douglass’s words in an 1878 Memorial Day speech in New York City, in which he unwittingly gave voice to the forgotten Charleston marchers.

He said the war was not a struggle of mere “sectional character,” but a “war of ideas, a battle of principles.” It was “a war between the old and the new, slavery and freedom, barbarism and civilization ... and in dead earnest for something beyond the battlefield.” With or against Douglass, we still debate the “something” that the Civil War dead represent.

The old racetrack is gone, but an oval roadway survives on the site in Hampton Park, named for Wade Hampton, former Confederate general and the governor of South Carolina after the end of Reconstruction. The old gravesite of the Martyrs of the Race Course is gone too; they were reinterred in the 1880s at a national cemetery in Beaufort, S.C.

But the event is no longer forgotten. Last year I had the great honor of helping a coalition of Charlestonians, including the mayor, Joseph P. Riley, dedicate a marker to this first Memorial Day by a reflecting pool in Hampton Park.

The First Memorial Day in Charleston, South Carolina

Blight, Yale University  --  Yale Professor David Blight writes, Americans understand that Memorial Day, or "Decoration Day," as my parents called it, has something to do with honoring the nation's war dead. It is also a day devoted to picnics, road races, commencements, and double-headers. But where did it begin, who created it, and why?

As a nation we are at war now, but for most Americans the scale of death and suffering in this seemingly endless wartime belongs to other people far away, or to people in other neighborhoods. Collectively, we are not even allowed to see our war dead today. That was not the case in 1865.


At the end of the Civil War the dead were everywhere, some in half buried coffins and some visible only as unidentified bones strewn on the killing fields of Virginia or Georgia. Americans, north and south, faced an enormous spiritual and logistical challenge of memorialization. The dead were visible by their massive absence. Approximately 620,000 soldiers died in the war. American deaths in all other wars combined through the Korean conflict totaled 606,000. If the same number of Americans per capita had died in Vietnam as died in the Civil War, 4 million names would be on the Vietnam Memorial. The most immediate legacy of the Civil War was its slaughter and how remember it.

War kills people and destroys human creation; but as though mocking war's devastation, flowers inevitably bloom through its ruins. After a long siege, a prolonged bombardment for months from all around the harbor, and numerous fires, the beautiful port city of Charleston, South Carolina, where the war had begun in April, 1861, lay in ruin by the spring of 1865. The city was largely abandoned by white residents by late February. Among the first troops to enter and march up Meeting Street singing liberation songs was the Twenty First U. S. Colored Infantry; their commander accepted the formal surrender of the city.


Thousands of black Charlestonians, most former slaves, remained in the city and conducted a series of commemorations to declare their sense of the meaning of the war. The largest of these events, and unknown until some extraordinary luck in my recent research, took place on May 1, 1865. During the final year of the war, the Confederates had converted the planters' horse track, the Washington Race Course and Jockey Club, into an outdoor prison. Union soldiers were kept in horrible conditions in the interior of the track; at least 257 died of exposure and disease and were hastily buried in a mass grave behind the grandstand. Some twenty-eight black workmen went to the site, re-buried the Union dead properly, and built a high fence around the cemetery. They whitewashed the fence and built an archway over an entrance on which they inscribed the words, "Martyrs of the Race Course."

Then, black Charlestonians in cooperation with white missionaries and teachers, staged an unforgettable parade of 10,000 people on the slaveholders' race course. The symbolic power of the low-country planter aristocracy's horse track (where they had displayed their wealth, leisure, and influence) was not lost on the freedpeople. A New York Tribune correspondent witnessed the event, describing "a procession of friends and mourners as South Carolina and the United States never saw before."


At 9 am on May 1, the procession stepped off led by three thousand black schoolchildren carrying arm loads of roses and singing "John Brown's Body." The children were followed by several hundred black women with baskets of flowers, wreaths and crosses. Then came black men marching in cadence, followed by contingents of Union infantry and other black and white citizens. As many as possible gathering in the cemetery enclosure; a childrens' choir sang "We'll Rally around the Flag," the "Star-Spangled Banner," and several spirituals before several black ministers read from scripture. No record survives of which biblical passages rung out in the warm spring air, but the spirit of Leviticus 25 was surely present at those burial rites: "for it is the jubilee; it shall be holy unto you… in the year of this jubilee he shall return every man unto his own possession."

According to a reminiscence written long after the fact, "several slight disturbances" occurred during the ceremonies on this first Decoration Day, as well as "much harsh talk about the event locally afterward." But a measure of how white Charlestonians suppressed from memory this founding in favor of their own creation of the practice later came fifty-one years afterward, when the president of the Ladies Memorial Association of Charleston received an inquiry about the May 1, 1865 parade. A United Daughters of the Confederacy official from New Orleans wanted to know if it was true that blacks had engaged in such a burial rite. Mrs. S. C. Beckwith responded tersely: "I regret that I was unable to gather any official information in answer to this." In the struggle over memory and meaning in any society, some stories just get lost while others attain mainstream dominance.

Officially, as a national holiday, Memorial Day emerged in 1868 when General John A. Logan, commander-in-chief of the Grand Army of the Republic, the Union veterans organization, called on all former northern soldiers and their communities to conduct ceremonies and decorate graves of their dead comrades. On May 30, 1868, when flowers were plentiful, funereal ceremonies were attended by thousands of people in 183 cemeteries in twenty-seven states. The following year, some 336 cities and towns in thirty-one states, including the South, arranged parades and orations. The observance grew manifold with time. In the South Confederate Memorial Day took shape on three different dates: on April 26 in many deep South states, the anniversary of General Joseph Johnston's final surrender to General William T. Sherman; on May 10 in South and North Carolina, the birthday of Stonewall Jackson; and on June 3 in Virginia, the birthday of Jefferson Davis.


Over time several American towns, north and south, claimed to be the birthplace of Memorial Day. But all of them commemorate cemetery decoration events from 1866. Pride of place as the first large scale ritual of Decoration Day, therefore, goes to African Americans in Charleston. By their labor, their words, their songs, and their solemn parade of flowers and marching feet on their former owners' race course, they created for themselves, and for us, the Independence Day of the Second American Revolution.

The old race track is still there — an oval roadway in Hampton Park in Charleston, named for Wade Hampton, former Confederate general and the white supremacist Redeemer governor of South Carolina after the end of Reconstruction. The lovely park sits adjacent to the Citadel, the military academy of South Carolina, and cadets can be seen jogging on the old track any day of the week. The old gravesite dedicated to the "Martyrs of the Race Course" is gone; those Union dead were reinterred in the 1880s to a national cemetery in Beaufort, South Carolina. Some stories endure, some disappear, some are rediscovered in dusty archives, the pages of old newspapers, and in oral history. All such stories as the First Decoration Day are but prelude to future reckonings. All memory is prelude.

Selective Memory : The Civil War in American Memory

Selective Memory
Nearly a century and a half after it ended, the Civil War remains the central event in American history and an enduring source of public controversy. The past few years have witnessed disputes over the flying of the Confederate battle flag above the South Carolina Statehouse and the decision by the National Park Service to devote more attention to slavery at its battlefield sites. Clearly, the Civil War is not over.

In ''Race and Reunion,'' David W. Blight demonstrates that as soon as the guns fell silent, debate over how to remember the Civil War began. In recent years, the study of historical memory has become something of a scholarly cottage industry. Rather than being straightforward and unproblematic, it is ''constructed,'' battled over and in many ways political. Moreover, forgetting some aspects of the past is as much a part of historical understanding as remembering others. Blight's study of how Americans remembered the Civil War in the 50 years after Appomattox exemplifies these themes. It is the most comprehensive and insightful study of the memory of the Civil War yet to appear.



Blight touches on a wide range of subjects, including how political battles over Reconstruction contributed to conflicting attitudes toward the war's legacy, the origins of Memorial Day and the rise of the ''reminiscence industry,'' through which published memoirs by former soldiers helped lay the groundwork for sectional reconciliation. He gives black Americans a voice they are often denied in works on memory, scouring the black press for accounts of Emancipation celebrations and articles about the war's meaning. As his title suggests, Blight, who teaches history and black studies at Amherst College, believes that how we think about the Civil War has everything to do with how we think about race and its history in American life.

Two understandings of how the Civil War should be remembered collided in post-bellum America. One was the ''emancipationist'' vision hinted at by Lincoln in the Gettysburg Address when he spoke of the war as bringing a rebirth of the Republic in the name of freedom and equality. The other was a ''reconciliationist'' memory that emphasized what the two sides shared in common, particularly the valor of individual soldiers, and suppressed thoughts of the war's causes and the unfinished legacy of Emancipation. By the end of the 19th century, in a segregated society where blacks' subordination was taken for granted in the North and South, ''the forces of reconciliation'' had ''overwhelmed the emancipationist vision.'' Another way of putting it is that the Confederacy lost the war on the battlefield but won the war over memory.



The origins of the reconciliationist memory, Blight argues, can be traced to debates during Reconstruction, when Republicans made a commitment to legal and political equality for the former slaves, then abandoned it in the face of violent opposition from the white South and a Northern retreat from the ideal of equality. Horace Greeley's campaign for president in 1872 at the head of a coalition of Democrats and dissident Republicans focused on the need to ''clasp hands across the bloody chasm'' and return control of the South to its ''best men'' (that is, the former slaveholders). Despite his defeat, Greeley's campaign persuaded many Northerners to view their former enemies more sympathetically and to abandon the idea of federal intervention on behalf of the former slaves.


Meanwhile, Southerners were mobilizing in what the Virginia newspaper editor Edward A. Pollard called ''the war of ideas.'' During the 1870's, Southern publications like The Land We Love and works issued by the new Southern Historical Society promoted a memory of a war in which slavery played no part and blacks participated only as faithful servants who protected their masters' property. Old-time mammies and loyal slaves were celebrated in memoirs, tributes and statues. In this highly selective, not to say grossly misleading, memory, the legions of blacks who fled plantations to seek freedom behind Union lines and the 200,000 who fought for the Union were forgotten. Even today, of the thousands of Civil War monuments throughout the country only a handful contain an image of a black soldier.



By the 1880's, as mass-market magazines like The Century bombarded readers with veterans' reminiscences and the construction of Civil War monuments began in earnest, the nation's memory came to focus more and more on the soldiers' heroism, ''immunized,'' Blight writes, ''from motive.'' Ironies abound in the triumph of the reconciliationist outlook. Gettysburg, site of the greatest Northern victory, was transformed into a shrine to the Confederacy centered on Pickett's charge, the high tide of the Southern cause. Even Memorial Day, whose origin lay in 1865 when thousands of black South Carolinians placed flowers on the graves of Union soldiers, soon became an occasion for expressions of white nationalism and reconciliation.

Rather than the crisis of a nation divided by antagonistic labor systems and ideologies, the war became a tragic conflict that nonetheless accomplished the task of solidifying the nation. With Reconstruction having ended in 1877, another invented memory -- how the South had suffered under what was called Negro rule -- was widely accepted among Northern and Southern whites. The abandonment of the nation's commitment to equal rights for former slaves was the basis on which former white antagonists could unite in the romance of reunion.



Blacks were not the only ones forgotten in this story. Gen. James Longstreet, the Confederate commander who had the temerity to support the rights of former slaves after the war, was excised from the pantheon of Southern heroes. No monuments to Longstreet graced the Southern landscape; indeed, not until 1998 was a statue erected at Gettysburg, where he served under Robert E. Lee.

The reconciliationist vision of the war did not go unchallenged. On the margins of national memory, black communities celebrated the anniversary of Emancipation and the service of black troops. The unveiling in Boston in 1897 of Augustus Saint Gaudens's magnificent monument to the black soldiers of the 54th and 55th Massachusetts Regiment for a time rekindled a more inclusive memory of the war. The most unusual dissenter discussed by Blight was the former cavalry officer Col. John Mosby, the ''Gray Ghost'' of the Confederacy. Mosby declined invitations to memorial events where speakers claimed that slavery had nothing to do with the conflict. ''The South was my country,'' Mosby wrote, and he was not ashamed that he had fought to defend it. But, he pointed out with refreshing candor, ''the South went to war on account of slavery.''

Blight begins and ends with the Gettysburg reunion in 1913, a ''festival of national reconciliation'' attended by more than 53,000 veterans, all of them white. Presiding over the occasion was Woodrow Wilson, the first elected president born in the South since Zachary Taylor. Wilson had recently dismissed many of the black employees of the federal government and imposed rigid segregation on the remainder. Three years later, he invited D. W. Griffith to show his film ''The Birth of a Nation,'' which glorified the Ku Klux Klan and presented white supremacy as the underpinning of national unity, at the White House. ''A segregated society,'' Blight comments, ''demanded a segregated historical memory.''


Blight tells this story in a lucid style and with an entirely appropriate measure of indignation. He does not explain why, if reconciliation triumphed so completely, Northern Republicans long reaped political windfalls by ''waving the bloody shirt'' -- reminding voters of the war -- during election campaigns. But the book is so persuasive over all that one regrets that Blight did not try to bring it up to the present.



Today, nearly all historians view slavery as the war's fundamental cause, Emancipation as central to its meaning and consequences, and Reconstruction as a praiseworthy effort to establish the principle of racial justice in the United States. As current controversies reveal, however, the reconciliationist vision of the war retains a powerful hold on many Americans' imaginations. Ken Burns concluded his documentary on the war with a loving depiction of the Gettysburg reunion as a moment of brotherly forgiveness, while failing to note that the betrayal of the dream of racial justice was essential to the process of white reconciliation. ''Race and Reunion'' demonstrates forcefully that in the year 2001, it still matters very much how we remember the Civil War.

The Evil Empire: The Confederate Cabinet



According to Yale Professor David Blight, "...both sides in this war will engage in conscription, they will create the draft for the first time in American history. The Confederates were first to do it. The first Conscription Act in American history is passed in April of 1862 by the Confederate Government. It said that all able-bodied men eighteen to thirty-five, later raised to forty-five, would be conscripted into three years of service. They allowed the hiring of a substitute, which led to the charge of elitism, which was accurate."

There were brokers and all kinds of dishonest substitutes. One man is alleged to have sold himself twenty times for the bounty that he got paid to get out. There were exemptions in the Confederate conscription--public servants, ministers, teachers, editors, nurses, factory and railroad workers, miners, and telegraph operators. Among the Confederate troops out at the front they called these people "bomb-proof" positions.

And then, worst of all, in the Confederate Conscription Law in 1863, they passed what was known as the Twenty Negro Law: if you owned twenty or more slaves you were exempt from service.
The reason for that was the deep fear setting in, in 1862 across the South, that if all these white men--eighty percent of white males in the South will be in the Army--and if all these white men left the plantations it would be black men left on the plantations running the place. Any man who had twenty or more slaves was exempt, if he chose to be. This will cause tremendous resentment in the Confederate armies and ultimately become one of the causes of desertion.

The Union Conscription Law came later, it didn't come until early '63. It drafted every able-bodied man twenty years of age to forty-five years of age. It had--its exemptions were more limited.
You could escape if you could find a substitute and pay $300; hence the charge, not inaccurate, that in the North, this "people's war," as Lincoln called it, this war to save democracy, became a rich man's war and a poor man's fight.

Generous bounties were paid if you enlisted, and in the end only about six percent of all the Union forces in the Civil War were draftees. The social pressure in some communities, since regiments were formed locally, was tremendous, especially in the first two years. Approximately 20% of all Confederates were draftees and only 6% of Union troops. Constitution of the Confederate States; March 11, 1861



Article I

(3) Representatives and direct taxes shall be apportioned among the several States, which may be included within this Confederacy, according to their respective numbers, which shall be determined by adding to the whole number of free persons, including those bound to service for a term of years, and excluding Indians not taxed, three-fifths of all slaves. ,The actual enumeration shall be made within three years after the first meeting of the Congress of the Confederate States, and within every subsequent term of ten years, in such manner as they shall by law direct. The number of Representatives shall not exceed one for every fifty thousand, but each State shall have at least one Representative; and until such enumeration shall be made, the State of South Carolina shall be entitled to choose six; the State of Georgia ten; the State of Alabama nine; the State of Florida two; the State of Mississippi seven; the State of Louisiana six; and the State of Texas six.




Sec. 9. (I) The importation of negroes of the African race from any foreign country other than the slaveholding States or Territories of the United States of America, is hereby forbidden; and Congress is required to pass such laws as shall effectually prevent the same.


(2) Congress shall also have power to prohibit the introduction of slaves from any State not a member of, or Territory not belonging to, this Confederacy.

(3) The privilege of the writ of habeas corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.

(4) No bill of attainder, ex post facto law, or law denying or impairing the right of property in negro slaves shall be passed.



ARTICLE IV

Sec. 2. (I) The citizens of each State shall be entitled to all the privileges and immunities of citizens in the several States; and shall have the right of transit and sojourn in any State of this Confederacy, with their slaves and other property; and the right of property in said slaves shall not be thereby impaired.

(3) No slave or other person held to service or labor in any State or Territory of the Confederate States, under the laws thereof, escaping or lawfully carried into another, shall, in consequence of any law or regulation therein, be discharged from such service or labor; but shall be delivered up on claim of the party to whom such slave belongs,. or to whom such service or labor may be due.

(3) The Confederate States may acquire new territory; and Congress shall have power to legislate and provide governments for the inhabitants of all territory belonging to the Confederate States, lying without the limits of the several Sates; and may permit them, at such times, and in such manner as it may by law provide, to form States to be admitted into the Confederacy. In all such territory the institution of negro slavery, as it now exists in the Confederate States, shall be recognized and protected be Congress and by the Territorial government; and the inhabitants of the several Confederate States and Territories shall have the right to take to such Territory any slaves lawfully held by them in any of the States or Territories of the Confederate States.

David W. Blight On Teaching The US Civil War

Professor David W. Blight is an expert on the US Civil War. He discusses how Americans differ in their perception of the war. Will this change in the presence of an African-American president? How will the commemoration of the 150th anniversary of the war differ from the 100th anniversary in 1961?

David W. Blight is a Yale University professor, author of Race and Reunion: The Civil War in American Memory (2001), and Director, Gilder Lehrman Center for the Study of Slavery, Resistance, and Abolition at Yale University.

Description:

This course will explore the causes, course, and consequences of the American Civil War, from the 1840s to 1877. The primary goal of the course is to understand the multiple meanings of a transforming event in American history. Those meanings may be defined in many ways: national, sectional, racial, constitutional, individual, social, intellectual, or moral. We will especially examine four broad themes: the crisis of union and disunion in an expanding republic; slavery, race, and emancipation as national problem, personal experience, and social process; the experience of modern, total war for individuals and society; and the political and social challenges of Reconstruction. The course attempts, in several ways, to understand the interrelationships between regional, national, and African-American history. And finally, we hope to probe the depths of why the Civil War era has a unique hold on the American historical imagination.

We are using two anthologies of documents (Gienapp and Johnson). Teaching Assistants will have discretion in assigning particular documents for each week's sections, and many such documents will be especially important for use in paper assignments. James McPherson's Battle Cry of Freedom: The Civil War Era is provided largely as background reading. For further background reading on the post-war period you may want to consult David W. Blight, Race and Reunion: The Civil War In American Memory.

Films:

Films will be scheduled during the course: especially several episodes of the PBS series, "The Civil War." The film, "Reconstruction: America's Unfinished Civil War," will also be assigned. Selections of Civil War era poetry may also be provided at times during the course.
Requirements:

There will be two required papers of 5-6 pages each. Choices of topics and readings will be provided in each of two broad categories or sections of the course: 1) antebellum society and Civil War causation; and, 2) the military, political, and social meanings of the Civil War itself. The challenges, accomplishments, and failures of the Reconstruction era will be a significant part of a scheduled, final examination during finals week.
